The results of a busy legislative session are taking effect. Undocumented immigrants can now qualify for Medi-Cal, telehealth is legal for pets, and reproductive rights are protected. Plus, the minimum wage for fast food workers has risen and it’s now illegal to make a car purchase with a catalytic converter that doesn’t have the Vehicle Identification Number or to make, alter, or remove a VIN from such a catalytic converter.

When a bill is passed by a committee, the staff writes a report that describes the purpose and scope of the law. This report is used by the courts, executive departments and the public as a source of information about the purpose of the law. The House Rules require that committee reports provide a detailed section-by-section analysis.
